The purpose of this class is to supervise instructors, case managers, and job developers, while overseeing the daily functions and operations of the Catonsville or Essex program delivery locations, and assist departmental leadership consistent with the strategic vision of the assigned division and the mission of the College.
Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale
 
 Minimum Requirements:
Bachelor's degree required. Five (5) years of fulltime experience working with disadvantaged, underemployed, underserved populations in workforce development programs required. Of the five (5) years' experience, two (2) of those years must be in a supervisory capacity. Prior experience in, and ability to work effectively with a diverse population.  Valid driver's license with a good driving record with less than five (5) points. Master's degree, licensure/certification related to education, workforce development, human services or program management is preferred.

 Class Specific Essential Duties:
  1. Provide direct supervision and evaluation to assigned staff.
  2. Coordinate a functional process within assigned College department or division.
  3. Develop, implement, and manage department programs or initiatives.
  4. Monitor compliance with policies, procedures, and funding requirements.
  5. Maintain department records and files, as required.
  6. Facilitate and attend meetings, as required.
  7. Recruit, select, supervise, coach and evaluate assigned staff, as required.
  8. Analyze information and prepare reports, as requested.
  9. Access and analyze program data in multiple enterprise systems.
  10. Provide superior customer service and problem-solving to both students, contract partners, and staff.
  11. Maintain close working relationships with regulatory bodies and agencies (i.e. Department of Social Services (DHR).
  12. Manage program supplies, instructional materials, student materials, and equipment.
  13. Assist in researching, writing, and managing grants, reporting on grant outcomes and progress, as needed.

 Position Specific Essential Duties:
  1. Manage day-to-day operations of the assigned Job Network location.
  2. Direct and manage student progression through the program life cycle, examples include case management, job placement, barrier removal, academic success, and retention.
  3. Grow and maintain community partnerships and resource sharing opportunities.
  4. Maintain and assist with CCBC strategic initiatives to integrate employment activities across Continuing Education.
  5. Work closely with Program Director and leadership to ensure program compliance and objectives are achieved.
  6. Supervise and evaluate assigned employees.
  7. Assist with evaluating program quality and developing new initiatives.
  8. Monitor and provide relevant professional development training opportunities for all Job Network staff, as required.
  9. Monitor intake and orientation sessions for incoming students.
  10. Ensure data accuracy and completeness, including attendance, job placement activity, and case notes.
  11. Maintain close communication regarding students and procedures with staff members and partners.
